The T. L. Hill Group is an independent firm whose mission is to work with nonprofit and philanthropic organizations to design innovative initiatives that improve education, workforce, and youth development outcomes in low-income and underrepresented communities. Innovation emerges from cross-sector and multidisciplinary approaches to designing initiatives. The firm specializes in customizing tools with your staff to identify opportunities for innovation; to manage by results; to facilitate team and group work; and to measure the success of your initiatives.

Architecture of an Initiative
Working on ways to improve lives is a vision shared by human service agencies, community based groups, nonprofit organizations, public systems, and private firms. As we work to improve life circumstances among vulnerable children, youth and families, we often design interventions, programs, and services that we hope last long enough to make a real difference in the lives of those we touch. We seek to achieve high quality results and create effective infrastructures that are sound and sustainable.
An initiative combines visionary ideas, capable leadership, innovative strategies, high quality products and services, and sound management skills to achieve measurable, sustainable results within a relatively short period of time.

Qualifications
Talmira Hill, Principal, T. L. Hill Group
In May 2001, Talmira Hill founded the T. L. Hill Group, a firm that designs and facilitates innovative multidisciplinary solutions with public systems, non-profit organizations, and multi-sector partnerships to improve transitions faced by vulnerable young adults. The firm develops tools for coordinating and managing local and state initiatives that engage workforce development, education, and youth development groups in cross-sector strategies. Talmira Hill brings over 20 years of experience in human and economic development in the U.S. and abroad to every new endeavor. A program officer with the Annie E. Casey Foundation from 1995-2001, Hill initiated investments aimed at improving results among young adults making critical transitions in life. In addition, she managed the Annie E. Casey Foundation's Jobs Initiative Cultural Competence Strategy (http://www.aecf.org/initiatives/jobsandrace). Prior to joining the Annie E. Casey Foundation, Hill served as Special Assistant to the Under Secretary in the U.S. Department of Education during the Clinton Administration. In the international field, Ms. Hill served as an International Research Coordinator for epidemiological studies at Johns Hopkins University from 1990-1992, and she began her career in 1986 working in Senegal, West Africa with Africare on international economic development projects after completing undergraduate studies. Ms. Hill earned a Master of Education degree from Harvard University in 1990 and a Bachelor of Science in Foreign Service from Georgetown University in 1986. In 2004, Ms. Hill earned two certificates from the Program on Negotiation for Senior Executives at Harvard Law School.
