About Talmira

LEADERSHIP

Talmira is principal of the T. L. Hill Group, an independent firm she founded in May 2001 that consults with nonprofit, public, and philanthropic institutions seeking to strengthen their social impact.  The T. L. Hill Group specializes in partnerships and collaborative enterprises to improve education, youth development, and workforce development outcomes in low-income and underrepresented communities. Talmira brings over 30 years of experience in nonprofit leadership.  As Senior Vice President for Community Life with The Community Builders, Inc., a Boston-based national nonprofit real estate development corporation (2012-2015), and as Director of the Association for High School Innovation (2007-2011), Talmira designed, instituted, and managed operations across national networks to achieve results with children, youth, and families.  As a consultant, Talmira has facilitated numerous cross-sector and multidisciplinary initiatives led by philanthropic institutions, federal agencies, nonpartisan policy organizations, national civic organizations, and advocacy groups dedicated to achieving social justice missions in the U.S. and in economically developing countries. Since 2016, Talmira has focused on growing her consulting practice in northern New England.



EARLY PROFESSIONAL LIFE

As a program officer with the Annie E. Casey Foundation from 1995-2001, Talmira initiated investments to improve results among young adults making critical transitions in life.  Her work in philanthropy was informed by prior policy experience in the public sector where she served as a special assistant to the undersecretary in the US Department of Education during the Clinton administration, and by her work in advocacy with the Center for Law and Education.  Talmira began her career in international economic development as an intern with Africare and considers her years living and working in Senegal, West Africa as crucial in shaping her perspectives. Upon her return to the U.S., Talmira worked as an International Research Coordinator at Johns Hopkins University for an epidemiological study of perinatal HIV transmission in Malawi and Rwanda.


EDUCATION & PERSONAL LIFE

Talmira is a graduate of the Harvard University Graduate School of Education (1990) and the Georgetown University School of Foreign Service (1986).  She is author of Setting the Stage for New High Schools:  Municipal Leadership in Supporting High School Alternatives (2007).  

Talmira is a dance, yoga, and Tai Chi enthusiast, avid reader, writer of poetry, and most recently a novice cross-country skier.  A native of Baltimore, Talmira spent her early career in Senegal, West Africa and in Washington, D.C. Talmira and her husband have lived in Bartlett, New Hampshire since 2003 where they enjoy outdoor adventures and a wide range of recreational activities the Mt. Washington Valley has to offer.
